Hi,
Perhaps when you backed up your chats on your old (iPhone?) you didn't check "Include videos" in your WhatsApp settings. Therefore, your chats was saved without including the videos, so that's why you can't play or download them.
Unfortunately, I don't think recovery of those videos is possible as WhatsApp is now activated on your new iPhone, plus your last backup didn't include the videos.
Sorry for the bad news...
