Do you see some signal on screen or the screen remains black as if the PC is not turned on? Do you hear all the typical booting sounds? Do you suspect that the PC actually turns on, but the monitor is not working? In that case, try with another monitor or using a TV. If the same issue appears, you may need to check if all the hardware is properly connected. Is the PC under warranty? If it is, seeks assistance from the seller.
In general, that kind if issues may be power related. Maybe the PC is not getting enough power and that is why it cannot boot normally. Replacing the hard drive will not fix that. It is possible that your previous hard drive was working normally. Have you tested it on another PC?
You can confirm if the drive is not working properly, if you connect it to a PC and open BIOS. If the drive is not listed in BIOS that means that there may be a problem. To exclude connectivity issues, it is recommended to test the drive on another PC and with another cable.
