You are talking about a desktop PC and you are connecting the hard drive and the DVD Rom internally, right? Are you using the same port to connect them? This may be a port issue. It is possible that some of the motherboard ports are not responding. If you have checked that, you may be facing a power related issue. It is possible that your power supply unit cannot provide enough energy to run all the connected devices.
