Restore Dell Laptop to Factory Setting

I am still looking how to Restore my Laptop to the Factory Setting and I was on this website:

At the bottom it says:
CHOOSE A RECOVERY TOOL
Startup Repair
System Restore
System Image Recovery
Windows Memory Diagnostic
Command Prompt
Dell Backup and Recovery

My list doesn't have "Dell Backup and Recovery" in it.. Does anyone know why that would be missing from the list on my Laptop? Thanks!!
