Hard question

So i have a Google account that a petson hacked in it on top of that every time I change the password comes with a security and every time I get one of contacts on my phone comes with the security code and this person manipulate's my whole Google account please help in this matter would also like to know if they can be prosecuted for this thank you for your time.
