Attempt a recovery with a specific software, such as Recuva or NTFS Undelete.
Try to access data from a Linux Live CD.
For all you stated, as the USB cable is ok and you checked it out, it could be due to a hardware issue, because if a PC gets suddenly powered down while the OS is writing to your external HD, the latter could have been damaged due to electrostatic discharge (ESD).
An extreme attempt I've seen online and I've personally tested, is to carefully wrap up your HD in an aluminum foil and leave it into your freezer for some hours. You couldn't be allowed to access to your HD because it overheats due to internal damages and this can give you the chance to access the drive for a short while and save data elsewhere real quick.

Hello Shakir,
I feel really bad that you can’t able to detect your WD Passport Ultra. You should start with basic troubleshooting like changing your connecting wires, PC port and try to connect with some other PC. Also, you may assign a new drive letter to drive (in disk management)
