Phone connections to france

Hello,

I have been trying to get into contact with my brother, who's in bordeaux (france), since 2 weeks but can't get through his phone. is there any problem with phone connections? please let me know.

Check all the firewall setting which isp assigned you....be sure it should be ON...then inshallah it will Work...
