Account Stolen--Email Address Changed

Hello! My sister's Facebook account was hacked and stolen, with all the information changed including phone numbers and passwords. Even when using Facebook's Help Center steps, she is not able secure or access the account. She has old passwords and the hacker's email addressed now attached to her account. How can she regain access? Please help and thank in advance!
