PC will not turn on

So basically I just created a Pc (kinda new) and it was working fine and all of the sudden now when i turn it on only the fans the fans for the cpu cooler and the psu fan are not working.... the gpu and case fans are. Occasionally when i turn it on everything works for about 4 seconds and then it stops......also on the motherboard there EZ DEBUG lights are straight white beside the cpu... and when the pc does work like i said above for 4 seconds the lights for the ez debug on the motherboard flash from cpu then to vga and then dram and then off??!!
