Hp laptop wont turn on

Hi everyone today i bought a new hdd for my laptop and when i installed it my laptop wont turn on, tried putting in the old one but same problem. If you can please help?

Did you format the drive? Did you provision the boot sectors? Did you mark the partition as active? Did you reload the operating system? The HDD comes flat, and you have to administer all of the above to make it function!
