PC freezes on boot from cd

Hello,im sorry for my bad lang. my pc won't boot after i assemble it it frezzes on boot from cd after the bios it feels like it fails to load windows i tryed with new windows but it doesn't work could it be a simple software problem ?

Well, does the hardware meet the OS requirements? What OS are you loading?
