Okay here's what I did and it resolved the issue -
Open up the tak manager by hitting CTRL ALT DEL
Click on the processes tab
look for "b contexe*32" which should be there if you have this annoying popup
DELETE THIS PROCESS
Go to RUN and type "msconfig"
When the window comes up click on the startup tab
Find and uncheck a box called supportsoft
reboot and enjoy.
