Windows live messenger problem

Hello,
i'm having a problem with my windows live messenger, the newest version (Windows Live Messenger 2009 14.0.8089.726) . when i try to open it it gives me this error message:

C:\Program Files\Windows Live\Messenger\msnmsngr.exe
This application has failed to start because the application configuration is incorrect. Reinstalling the application may fix the problem.

I tried to reinstall thousand of times, but this message always appears..Does anyone knows how to fix this??
