Grand Theft Auto 4 Going Slow

Hello,
My Grand Theft Auto 4 is going much slower! I have the right video card... well it seems to be plenty enough to use. My computer is a XP and I don't know what is wrong with it. I can go everywhere and it works great, but the problem is that it is going kind of slow like it is stopping after every 1 or 2 seconds. Does anyone know whats wrong?
