Can't download files (XP, IE 8)

Hello,

Can't download any files. I select 'save' then the download begins. When it reaches 99% complete, box remains and nothing happens. Eventually I select cancel to remove the box. There is no file saved. this happens everytime I try to download. Any help would be appreciated.

Hello again, just to clarify, when I say I can't download, I mean I can't install any software like anti-virus, registry scanner etc...
