Hp laptop fan moves for 2-3 seconds and stops

Hello,
i have my hp laptop when ever i switch on the machine it shows on those decorating lights on top of the key board and CD/DVD drive shows light now the problem is that the fan moves for 2-3 seconds and stops and no display on the monitor what could be the cause of that?

This issue is often caused by a failed power circuit on the motherboard. The problem can only be diagnosed by a qualified repair tech. The problem is replacing a motherboard costs more than buying a NEW laptop.
