I have lost my windows XP password, and moreover my computer does not starts in safe mode might be due to virus, is there a way to get out of the situation without formatting the system

When starting while tapping F8, what does it do?

It displays the screen having choice to boot in safe mode, or safe mode with command prompt/ networking, to boot normally etc. when I select safe mode or safe mode with networking or safe mode with command prompt, system restarts and again come to to normal login screen asking for admin password
