Uninstall Norton antivirus control panel is not working.

Hello,
Yesterday i uninstall Norton antivirus. Then at the time of reboot my computer took much time to shut down.
So i remove the battery.
Then i open and again restart.
But then i found out that control panel is not working.
Non of my program is working.
Plz help..
