Insert system disk in drive

My computer is flashing between the Toshiba logo and a message that says insert system disk in drive. I've tried holding down 0 and it just flashes back and forth. I want to reset my computer how do i do it

Take it to a qualified technician. The number of issues that can arise from procedures such as these are too great. I encourage you to take it to a technician.
