Windows cannot boot

Hello!, at first i would like to thank you about this site, it is so interesting and useful, so i have just a question about booting, please , i need to format my computer but it does not boot from CD, usb , EasyBCD and even from safe mood, it just boots from hard drive, in spite of i am so sure, that my CD and CD-drive work, and of course i changed booting settings, but when he asks me to press any key to continue, then nothing changes with me, and my computer boots again from hard drive, by the way, up and down buttons do not work suddenly, when i want to reach safe mood or changing bios settings.

If you wish to reset to factory setting, let me know the make and model of your computer

yes, i want to format my computer but my computer does not boot from CD or USB
