Internet Explorer doesn't work after restoring computer

Inspiron 530 - Windows Vista Home Premium

Did a restore to factory settings but the IE will not work.
Keep getting message about not being able to display the webpage.
Don't know what else I can do. I tried the process twice.

Well how far back did you restore it? You may need to RE-APPLY UPDATES to make your machine SECURE again!

Try to run updates! OH, support for VISTA ended, per https://support.microsoft.com/en-us/windows/windows-vista-support-has-ended-3a58df35-ef06-8d37-f854-0f6db2d36534
