I can understand your frustration.
I am still missing information.
Please don't confuse Microsoft Office Outlook and Outlook.com (used to be Hotmail)
You say he has just Windows 10. The operating system has nothing to do with the operating system. Defender has nothing to to with messaging either.
I suggest we concentrate on the Gmail issue. Are you using Gmail directly from the Gmail website? When you press reply, do you get an error message? Are the reply messages in your going to a folder, such as sent?
I strongly suggest that you have your internet connection verified. Any type of disruption in the connection will disrupt Gmail functioning.

I guess that I did not understand your issue correctly.
Let's see you have a Gmail account that you have synchronized to be able to send and receive email through MS Outlook, that is also my case. But for the last nine months you cannot send Gmail via MS Outlook. Am I reading you correctly ?
As for this: "IT was returned to me in French." I really don't get it because IT mean Information Technology.

told him to set Defender off on private network.
will a v pn work? He does not have a cell any more . Is situated in Johannesburg SA, outskirts the last time. Used to use wifi, believe he is contracted a private company as the failure rate for Telkom and vodacom, mtn is too high and 99.% we can connect at midnight for the past 9 1/2 months but NO outgoing mail. Very frustrated.
