Only have screen saver

How can I get the start menu running all I have is the screenshot and date absolutely nothing else?

Press the WINDOWS key.

We tried all the normal like alt, del etc, pressed all the keys and nothing happened, no updates were running, we were going to take it to be looked at the next day but the next morning it worked. A complete mystery to us. Thank you for all of your advice.

With those updates, what I have found out is that they are not complete until the computer is rebooted.
