I'm not sure how, but my daughter somehow got into my device manager on my Dell Inspiron 1521 laptop computer and stopped, disabled, started, all kinds of programs and I don't know where to begin to fix the programs back to the way they were. If that makes any sense

No it does not make any sense.

How do you know that it was the device manager that your daughter got into?

Explain: "stopped, disabled, started, all kinds of programs"
