Cannot access second account, other weird problems

IPAD PRO IOS 11.3 TWO ACCOUNTS, PERSONAL AND ART.
My ART is not accessible from my PERSONAL , as it usually is. Searching finds it but it does not recognize me as owner.
Also some posts from followers/following from ART show up on the PERSONAL feed, like they merged.
Also mutiple foreign accounts are listed under Linked Accounts in PERSONAL. I cannot delete them, and my own linked account, ART, does not appear. Since ART does not recognize me, I can’t access those Linked Accounts to see if the foreign ones are there too. FRUSTRATED ALL TO HECK!
