Blue wallpaper on laptop

My laptop suddenly shut down and it keep brining me blue wallpaper not the blue death, and the mouse is large. Then nothing
Can you help!
P.s i can't even log in to any account it does not appear

you appear to have a hardware problem. A fix might cost more than a new laptop.
