Trouble updating from version 1709

Whether I try through the normal windows update (which is trying to install 1803) or the Windows 10 Update Assistant (which is trying to skip to 1809).

I get an error 0x800703e7, I can't find much online but seems like it might be a HDD issue. Tried chkdsk which hasn't helped, is there anything else I can try?

How much free space is on c drive?
About 40gb.
Restart your pc and go into updates. Select defer future updates. Restart again. after it boots the second time, try to run updates again
No still getting the same 0x800703e7 error.
Well when you ran chkdsk, did you run the switch to /f and under admin privaliges?
Yeah, admin mode and ran "chkdsk c: /f /r /x", restarted for it to run on startup.

I think you need to check the disk for bad sectors with Victoria or MHDD.
And then try to install update again.

Thats it. Go and try some free software! When that website injects a virus, have a good tine with that!
Did you try fsutil dirty set c:

This marks the c drive as corrupted. Reboot and it will start a deeeper check. Try that free website first if you want a virus
