How do you factory reset a Vista 1000 Dell laptop if the administrator has been deleted off of it

Create a new admin account. If no account was created with admin rights, prior to deleting it, it is called a catch 22, and you are stuck with an anchor. BUt first, before we throw it into a lake, what OS is it?
