Creating an icon in paint

I open paint. I click file open. I find a jpeg that I want to make an icon. I click Save AS. I save as jpeg with the name plus .ico. The jpeg is still not an icon and does not show up in the icons available to use. What's wrong?

Icons have specific properties and formats. Just changung the name of a jpeg to ico will not satisfy those formats.

If you look at you existing system icons, they are ALL in ONE COMPRESSED file, amd not individual images as you are creating!

So now I know why I can't just add an ico extension (like the website says I can) HOW do I create an icon from a jpeg file?
