Power light ( red light)

Hello my problem is that when I turn on my cpu the red light comes on not blinking then comes off.When I connect the monitor to it shows no signal but the mouse is on though so what is the problem?

Does the NUMLOCK light toggle on and off if you press the NUMLOCK key?
