Moro Z2 Force Phone Activation halted forgot Google password

Somehow my Moto Z2Force phone went back to activate mode. I can’t get passed the Google e-mail password page. Have tried resetting my password for two weeks now and Google keeps taking me in circles even after I put in the verification codes. What else can I do to get my phone back on. Did a hard reset with Verizon but still getting the Google page. Heeeeeeellllllpppppp.....
