Hi,
Start by opening the Action Center and make sure the Tablet mode isn't enabled.
Right-click on your taskbar and click on Taskbar settings. Next, turn off the Use small taskbar buttons and Show taskbar on all displays options.

OK, lets tackle the cortana issue.
Click on the Windows key on the task bar. Click on the GEAR (second option up from power). Click on Cortana. Make certain the features you want to use, are there.
If she is just GONE, do this. Right click over task bar, hover over cortana, make certain HIDDEN isn't selected. See image below:
