File is not getting opened

Hello,
When double click on desktop icons and folders they are not getting opened, the curser is moving and able to shut down, change settings ... Etc but when we try to open a file the properties are shown instead of opening it and nothing happens on right clicking( even the options like refresh, open.. Also not appearing)


System Configuration: Android / Chrome 55.0.2883.91

If you are using a laptop, remove the battery for a few minutes and then restart the system.....if it is also not working then run the PC in safe mode.

For desktop.......remove RAM and clean the motherboard then restart it....
