Hello, if you permanently deactivated a Facebook account with this specific email address, you will be unable to recreate a new account with it, and you will not be able to login to the previously deactivated account, as it no longer exists (as it was deactivated).
If you want to create a new Facebook account, then create a new email account too - this is probably the quickest and simplest solution.
