My pc windows running like wibrating

hi
i have a problem with my computer i dont know how to fix it.. when i open a window its running up and down like crazy. first of all i thought it was a VGA error . i have clean everyhting and fix it again. but still the problem is the same. pls let me know how can i fix this windows problem.

hi,

what you mean by running up and down?

this may be a monitor problem, try another one to see if this solves the problem.
