Just follow these steps:
1. Open Windows Mail and click on the settings gear icon on the bottom left corner.
2. A new panel will appear on the right. Go to the bottom and click on "View all Outlook settings".
3. Go to "Mail" > "Junk email".
4. Here you'll see a lot of options to control spam. You can block senders, set up safe senders, block international mails, etc.
5. Make sure to click on save before closing the settings.
You can also report spam emails to Microsoft, they'll tweak their spam filters accordingly.
