Hello Paul,
It looks like his emails are rejected because his email address may have been flagged as sending a lot of messages in a short period of time, or some people reported his emails as spam. Therefore, he may have been restricted from sending emails.
What your friend can do is to wait a week or two and avoid sending emails during this time. He should also check that the content of his emails, including his signature, don't have special characters, links or images that could be considered as spam.

Thank you for your quick response....I would just like to clarify details in that response please. To recap, my issue is with a friend...when he attempts to send me an email it is bounced back to himself....your response seems to suggest I may not have made this point clear.
The 'un-deliverable' email he receives back contains the information I included in my original message to CCM...I have inserted that section below again.

Hi,
Your explanation was clear. When your friend tries to send you an email, he receives a failure delivery notice to his personal inbox. Based on the notice you attached here, it means that some restrictions have been applied to his own email account, preventing him from emailing you.
According to Yahoo, your friend is sending a large volume of emails, or they detected that his emails are considered as spam - automatically or manually - by his recipients (not necessarily you specifically) so they temporarily limited his account from sending emails currently.
What he can do to be able to send emails again is to retry after several hours from the time he got the delivery failure notice. And if he still can't send you emails, then he should wait a few days or weeks for the restriction to be lifted completely.
He can also visit this page to find out if his domain (if he's using a custom domain like @personaldomain.com) or IP address are blacklisted. Also, in case he uses an email client, tell him to check his SMTP settings and try sending you an email directly from the Yahoo Mail website to see if the issue persists there.
On your side, just make sure your friend's email address isn't blocked and that he's saved in your contact list on Yahoo.
