Cmd.exe not opening

Hello,

problem while opening cmd.exe from system32 folder of windows its not poping while other files were worki ng
command file is also opening what should i do

try to fix windows with the cd.
you boot on the cd, and there is an option to fix win XP
type SFC /scannow
