Laptop does not come up

Hello,
my laptop does not come up when the power button is switch press and when i plug in my charger the light on the charger starts blinking and its no longer full when the light on the charger starts reducing

Dear Sir,

This means your battery was dead,

You just have to remove the battery and put it back again after some minutes,

Then plug the charger and start the laptop

This can solve the problem
