Dowloading programs stop at 99%

Hello,
I'm using Windows XP and a few weeks ago my computer stopped letting me download programs from the internet. It will download until 99% and then just stop. I have let it sit there for hours and it never finishes.
I am running AVG anti-virus nightly.
Any suggestions?

have you tried an alternative browser to rule out ie8?

I have. A program that stops at 99% on IE8 downloaded fine on Firefox.
So, could it be a setting on IE8? I get no error message or warning -- the download just stops.

Turning off add-ons solved the problem.
How do I tell which is the bad add-on so I can delete it permanently?

do a google search about each addon related to ie8 and see what comes up.
