Vista Won't load past welcome screen

hello , my laptop is a toshiba and my
windows Vista Won't load past welcome screen , could it be the hard disc? could it be damaged ?, i tryed to recover it with the recovery cd that it comes with the laptop ,i insert the cd and press p12 to start the recovery , it loads firstly then , a blank white page appears and the crusor can be moved but can do nothing , any idea my guys ? what is happening to my laptop ?
