Hi,
Check if Instagram is up to date and restart your phone. If your contacts still do not appear, disable and then allow the application again to access your contacts.
If the problem persists, uninstall and reinstall Instagram.

Same problem, doesn't work with uninstall and install.

Same. Tried all that and still can’t. I have two accounts, and it will let me add my contacts on my old one, but not the new one. Same phone.
