Dear Sir,
Normally at start up, while the PC loads it takes time for the icons to appear.
It is something normal. But for the icons for disappear and reappear again, it should be other tasks being
undertaken by the PC. It might be updates that makes the PC speed slow down as well as the Anti Virus
software's scan. Yet if you see that the icons don't appear for a really long time, select the 'Show Desktop
Icons' which you will get by right clicking on the Desktop.

yes.sometime it takes time to load everything running on start up after you boot up the pc.
you can manage what you want to run at start up using msconfig command in run utillities.
just uncheck what is running at startup that you dont want they run again when window boot.
it can help speed up your boot time as well.
but if you still facing problem with the icon,your pc might been infected with virus.so,try scan for virus first in safe mode.
