About internet speed

Hello,
i am having bsnl wll phone it is very slow.as our above friends advice i tried internet speed checking.it shows that download speed is 59 kbps.upload speed is 66kbps only.bsnl tell 230.400kbps speed will obtained.at talking our friends working in internet cafes tell the video will not break as on 105kbps onwards.if the video breaks,we have speed lower than 105kbps.
my doubts now
1)if the speed is not obtained,where the complaint to be inform?
2)what is the legal grievance to us?
3)in internet speed tell as upload/download .what is speed of internet please describe.i want to know in shortly.

Dear Sir,

You will have to contact the BSNL Customer Service for the complaints and ask them about the

internet connection speed that you normally must have and compare it with the actual one.
