PC does not display the bios screen

Hello,
My PC starts up and make a 3 second beep, but its not like anormal beep. more like beep kind of breaks in between like a bad bad record skipping. nothing comes up on the screen. i bought new ram so i know its not that, i puuled out the ram and then i started the pc and it made the beeps needed for not having ram. i also bought a new motherboard, and a new 550PSU. i can hear my HDD spin as if has booted up windows but just isnt showing on the screen. all the fans come on. i personally think its the gpu but im not sure, any help would be great. ive also tried CMOS reset And also took out the battery for 1 hour, still nothing.

hi there,
its your video card and not your motherboard
i think your mother board has an integrated graphic card
so you can use it till you get a new one for replacement
