Missing desktop cant use task mgr,orSafe mode

Hello, i am on a different computer now (due to the problem below)

I have recently gotten a virus that totally corrupted my laptop and now it starts up slow and shows only a background image. no icons, no start menu, can't use task manager, when i boot with advanced options, it wont let me run in safe mode (in any safe modes)... it just flashes the blue screen of death and reboots. i need help!!! is there a way to system restore without using safe mode? is there a way i can just pop in a windows CD and just re-download windows? HELP!!!
