Windows Internet Explorer Closed

Question

Hello,
      trying to get my son's internet explorer to work on his laptop, he has wireless and this works however cannot get on to web. Went into tools and internet options and message comes up " This operation has been cancelled due to restrictions in effect on this computer,please contact your system administrator" ? can anyone help????

Dear Sir, 

Please log on an administrator's account instead of a user and hence get the privilege 

to do the specific task.
