Dell Precision 370 does not boot up

Hello,
My Dell Precision 370 does not boot up. With power on it emits a 1-3-2 beep code. I've reset the memory cards, even replaced with different memory cards, and replaced the power supply (Dell rep suggestion) with no change in the performance. Now the Dell rep suggests the processor may be bad. Is there any way to test the processor?
