I believe that you are referring to UAC - "User Account Control".
You can enable or disable UAC by the following method:
Click Start --> type "secpol.msc" (ok) --> here as normal it will ask you for confirmation --> Local Policies --> Security Options --> goto User Account Control prompt for consent --> Double Click --> change value to elevate without consent.
Now Vista will no longer ask for confirmation on running .exe files and application. You can test by running secpol.msc again... it shouldn't ask for confirmation before opening it.
