PC will power up, but will not even load BIOS

Hello,
I built my own system from parts bought at a Computer shop close to where I live

And the other day, I formatted my system, and installed a few of the drivers needed to run the hardware I have, such as the Graphics Card

After using it a few times, I rebooted to complete the driver installation.
When I turned it back on, it recieves power (Fans spin, can hear the Harddrive working, can open/close DVDRW drive, Graphics card lights turn on and fan spins, and my BIOS chip heats up a lot. However, my CPU stays as cool as if it was turned off, but the CPU fan still functions.

The BIOS "bleep" noise to signal that the BIOS has loaded does not occur, and when plugged into a working monitor, the power light remains yellow. I am completely stumped in what to do. Any help would be amazing,

you need to replace it
